A new Consititution
Section 1:
All legislative powers herein granted shall be vested in the Ministries of the State.

Ministry of Labor
Ministry of Religious Affairs
Ministry of Defense
Ministry of Commerce
Ministry of Education
Ministry of Health and Human Services
Ministry of Global Affairs
Ministry of the Economy
Ministry of Technology
Ministry of Transportation
Ministry of the Treasury
Ministry of Immigration and Citizenship
Section 2:
Each Ministry shall be composed of members chosen by the public every three years by general election as composed by an exam created by the people. This number shall be 18 members.
When there is a vacancy within a Ministry a special election shall be held through the same exam created by the people.
Section 3:
The Ministries must meet no less than four times a year, the first day of the months of January, April, July, and October.
Section 4:
The exam used for the basis of election shall be created by every person who so chooses submitting a question to the ministry in which it pertains. The questions shall then be sorted by the ministries and arranged by frequency of asking, and shall be then so reworded and written by the end of the second meeting of the ministry whereupon it shall be made public for the review of the people who shall then vote exam and whose votes shall be tallied by the end of the sixth meeting of the ministry and whose results shall be made public for review of the public who shall have the right to recast the vote and recast the exam by the eighth meeting of the ministry and whose final casting shall be no later than the eleventh meeting of the ministry.
Section 5:
The votes of the people on any matter shall be constituted of six options that consist of:
I agree with this proposition 100%
I agree with this proposition between 50-99%
I agree with this proposition between 30-49%
I agree with this proposition between 10-29%
I agree with this proposition between 1-9%
I agree with this proposition 0%
Each of these results has a numerical value starting from the top option tending towards the bottom: 10, 7, 4, 2, 1, 0.
If a vote is cast in any option other than the first a reason to the disagreement is mandatory for the vote to be considered as valid.
The numerical sum of the vote is then compared to a value that is equal to 10 times the number of votes and then given as a percentage of agreement that if is to be found less than 90% in agreement shall be reworded and reconstituted by the ministry whereupon the vote is recast with the new measure and the percentage shall be given to the people who may call for a revote no more than two times before the measure is rewritten.
Section 6: No measure shall be written or passed regarding the moral standards or the standards of faith nor shall any measure or exam require a test of morals or faith to be considered for passing.
Section 7: No measure shall be written or passed amending the powers of the ministries or limiting the powers of the people, nor shall a measure be written or passed amending special powers or rights to any person or group of persons.
Section 8: No measure shall be written or passed respecting the establishment of religion, or prohibiting the free exercise thereof. Nor shall any measure be written or passed prohibiting or limiting free speech, art, or the press. Nor shall any measure be written or passed prohibiting the rights for the people to peacefully assemble or petition the ministries for the creation of any measure or Ministry.
Section 9: A well regulated militia is the right of the people for their own protection and therefore the right to keep and bear arms shall not be amended as arms are herein defined:
Any arm that is powered through personal muscle such as knives, spears, tridents, bolas, nets, pole-arms, staves, rods, clubs, crossbows, bow and arrows, javelins, num-chuck, throwing stars.
Any long arm that has a munitions size of not more than 2.5 cm and whose weight shall not exceed 60 grains (3.9 grams).
Any long arm that has a range of not more than 150 effective meters.
Any long arm whose muzzle velocity shall not exceed 405 m/s.
Any long arm whose barrel is no longer than 60 cm and no shorter than 45 cm.
Any lo
ng arm whose bullet capacity shall not exceed ten rounds.
Any arm whose explosive composition contains not more than 500 grams of pyrotechnic composition nor more than 1 gram of flash powder.
Section 10: In all violations of all measures the accused shall have the right to a speedy and public trial whose evidences shall be made public and whose outcome shall be considered by vote of the people and whose measure for conviction shall be no less than 90%.
Section 11: No measure shall be written or passed requiring excessive force, fines, bails, taxes, or inhuman treatment of any person or persons.
Section 12: The powers not written in the constitution shall be reserved for the people themselves who may petition the ministries to pass such measures into law.
Section 13: Neither slavery nor forced servitude of any kind shall be written or passed in any measure by the people or the ministries thereof.
Section 14: No measure shall be written or passed abridging the privileges or immunities enjoyed by the people of the state.
Section 15: The right of the people to vote shall not be abridged, amended, or denied through any measure.
Section 16: The right of the people to vote or hold office of Ministry shall not be denied on the basis of gender, sexual orientation, sexual practice, color of skin, or religious practice and no measure shall be written or based abridging this right. Nor shall any person under the age of sixteen be denied the right to vote, nor shall this right be abridged.
Section 17: No person shall be voted into office of Ministry more than twice in his lifetime.

Section 18: No measure shall be written or passed preventing the union of any consenting persons of the age of 16 or older on the basis of gender, race, religious practice, or sexual practice.
