NEW LEGISLATION NEEDED

     It is a mark of the times that mass killers are getting more press. A lot of them are in work places. Malls or schools. Just this weekend a shooting took place in a Maryland Mall with two employees of a store dead as well as the shooter. For me they bare a scarring sign of similarity in that we have no clear cut explanation for the event. What possessed these people to commit the murders? Why now did they pick up a gun and go people hunting?
     In almost all of these cases the shooter dies leaving us no way to understand the motives behind the crime. That seriously hampers our efforts to prevent future events or to predict where or when the next will occur.
     We need a method, a tool, to help protect the public especially the most vulnerable, our students. What I propose is a law requiring any one bent of shooting up a Mall or a School or anything of that ilk must file a detailed statement in advance of the action. It must elaborate on the reasons for the act; the trigger for doing it at that time; and the whys and wherefore . This document must be Notarized and filed both with the local Law Enforcement before the shooter is allowed to put his plan in action. There must be very harsh penalties for failure to file up to and including the loss of right to murder innocents. If the act is to be committed against family members no fine will be levied but in the lack there of any Orders of Protection will be followed.
     With this provision in effect then  preventative Public Help might be developed to defuse these actions.
